of the International Women’s Day 8 March, and wishes them good health, prosperity for their families,
success in their work and the best of luck.
Women have been playing a significant role in the development of the Newly Independent States.
They constitute about half the working population. In the year of the 60th anniversary of our victory
in the Second World War, we bow our heads to all the war participants and, certainly, to women
participants whose very nature makes them incompatible with warfare. Women’s contribution to
upbringing children and care for the aged cannot be overestimated. They exert considerable influence
on the development of civil society while promoting deeper understanding of gender equality aspects
and their practical realisation.

GCTU CONDEMNS ATTACKS ON UNIONS
9 November 2004
At its session 3 November 2004, the Council of the General Confederation of Trade Unions expressed
its indignation over the continued encroachment by Georgia’s state authorities on the legitimate property
of the Georgian Trade Union Amalgamation (GTUA) and over the illegal action undertaken against GTUA
President Irakly Tugushi.
The Council also condemned the incessant interference by the Government in the internal affairs of the
Confederation of Trade Unions of the Republic of Moldova and their attempts to weaken and split the
Confederation’s ranks.
The General Confederation of Trade Unions drew the attention of the governments of Georgia and
Moldova to the inadmissibility of such actions that are contrary to the universally accepted norms and
ILO conventions, and demanded an immediate stop to activity undermining the trade union movement
in the two countries.

of the country’s workers was seized in the street and forwarded by force to the General Procurator’s
Office where he was given a notice advising him that criminal proceedings had been instituted against
him on the basis of alleged facts of misuse of trade union property.

GCTU URGES IPA TO GET ILO STANDARDS RATIFIED

The General Confederation of Trade Unions called on the Inter-Parliamentary
Assembly (IPA) of the Commonwealth of Independent States to promote a rapid
ratification by the CIS countries of another series of key ILO conventions the
unions believe important. In a letter to Chairman of the IPA Council Sergey Mironov,
GCTU President Mikhail Shmakov and General Secretary Vladimir Scherbakov
stressed the ratification was “vital for the protection of CIS workers’ socio-economic rights
and interests in the specific conditions of building a market economy and respective social
and labour relations”.

MAY DAY-2004 MESSAGE BY GCTU

Trade unions in the countries of the Commonwealth of Independent States
will observe the Day of International Workers’ Solidarity on 1 May 2004 by
consolidating their ranks and organising actions in defence of working
people’s rights and interests.
The unions note that the ongoing political and economic processes in the
CIS countries have not led to any substantial positive changes in workers’ lives.
The work remuneration rates of most employees remain low, the unemployment
is high, while the social guarantees have grown feebler.

GCTU Extraordinary Congress Convened
in Moscow 26 March 2004
The 5th (Extraordinary) Congress of the General Confederation of Trade Unions
was held in Moscow 26 March 2004.
The GCTU currently affiliates 10 national trade union centres and 38 industrial
Trade Union Internationals in CIS countries, with a total membership of about
75 million workers.
The decision to call the extraordinary congress was taken by the GCTU Executive
Committee at its session last December. It was prompted by the drastic changes
that had recently occurred both in the CIS region and in the rest of the world, which
requires a quick and efficient response from the trade unions, adjustment of their
tasks and goals, renewal of their work methods, and a certain modification in the
structure of the Confederation’s governing bodies.

Dear Brothers and Sisters,
We, the members of the Executive Committee of the General Confederation of Trade
Unions representing national trade unions centres and industrial trade union internationals in
the Commonwealth of Independent States, having gathered for an Executive meeting in Moscow,
reiterate our full solidarity with the people and workers of Iraq who have been subjected to
an act of unprovoked aggression by the USA, Great Britain and their close accomplices.

STATEMENT
by the General Confederation of Trade Unions
on the International Women’s Day
3 March 2003
The International Women’s Day is marked on 8 March by the decision of the
United Nations as a day of struggle for women’s legal and socio-economic equality.
Today the CIS countries are carrying out programmes aiming to promote the status
of women in the political and economic spheres. Measures are being taken to prevent
sex discrimination in employment. Dismissal of pregnant women has been banned.
Other steps are also being undertaken to secure gender equality in line
with relevant UN and ILO documents.

war preparations by the United States, Britain and some of their NATO
allies for aggression against the Republic of Iraq.
